In the case of my own 515, the 9405 designator says that the machine was configured as an "express" model. Basically, the machine comes pre-configured with a certain amount of DASD, memory, and certain software, above what the standard base model offers. These preconfigured machines are usually sold at a discount of what buying a base machine and adding these components would cost.
The 9405 number says that the machine is an express model.
An express model is exactly the same machine as a 9406.
Express models come pre-configured with a certain memory, dasd, and certain software.
You can build a 9406 system exactly identical to a 9405 system. But you would pay more.
The only difference is that you pay less for a 9405 because it was discounted by IBM by being shipped preconfigured with a certain amount of memory, dasd, and certain software products.
