I think I can finally say the case is closed on this issue. I sent the vendor some new files and they can read them! Thanks so much to everyone who gave their time and ideas.
I ended up keeping the original design of using CPYTOSTMF with STMFCCSID(1208). I realize now that the reason this didn't work the first time was because I was not sending the stream file in binary mode. That is how I got derailed and thought it had to be done in the RPG program.
So glad there is still a forum like this when we get stuck. Special thanks to Scott Klement for his explanations!
