RNS9310 during LIBHTTP upgrade

Hi,
Received RNS9310 message while installing (CALL INSTALL) new version (1.39) of LIBHTTP in one of our systems.
Message: Compilation failed. Program CONFIGR4 not created in library QTEMP.

Before this message, noticed "Grace period expired. Requesting user not added" message (CPF9E71) in the joblog.

Is there any PTF missing in the system?
Please assist to resolve this issue.

I'm not familiar with that "Grace period expired" message, it must be coming from IBM software. Look at the message details, it should tell you what software this is. I doubt this is a PTF condition, it sounds like you don't have a license to use some sort of IBM software (maybe the RPG compiler?)

AS for CONFIGR4 not compiling, you'd need to look in the compile listing to find out why it isn't compiling.
