    My cl program having
    SBMJOB CMD(TAATOOL/DLTOLDSPLF OUTQ(*LIBL/COLAPRTQ) RETAINDAYS(2)) JOB(COLAJOB).

The job fails due to spool files not found. How to handle the job failure? Below SBMJOB shall i put monmsg like mentioned

    SBMJOB CMD(TAATOOL/DLTOLDSPLF OUTQ(*LIBL/COLAPRTQ) RETAINDAYS(2)) JOB(COLAJOB).
    MONMSG MSGID(CPF0000)

If your using a newer, paid version of TAATOOL's then pressing F1 on the command usually shows the message-id's that can be returned. The nice thing is that they are listed at the top of the Command Help screen rather than at the bottom like IBM's ;-)

Which job? There are at least two different jobs.

The first job runs the SBMJOB command, and the second job is named COLAJOB and is started by the SBMJOB command. The MONMSG will monitor whether or not the SBMJOB command fails, but it won't monitor whether or not the COLAJOB job fails.

We don't know which job fails, and we don't know why it fails. We need the message ID at the least. A message ID can help narrow down a specific cause. If we only know a summary description of the error, it could be from many causes, almost unlimited because anything can send messages with any text. A number of messages have very similar texts but have different causes.

There are only two hard things in Computer Science: cache invalidation, naming things and off-by-one errors.
