QFileSvr.400 creating link from one ISeries to another pointing back at itself.

I have 2 ISeries machines, On one I make a directory to remote to the other one. as below command, I can then go to QFileSvr.400 and see the directory i create but when i look in it the IFS and folders etc are not the remote system, but instead it is pointing back at itself. I can ping the remote ISeries fine. Why is is pointing back at itself and not seeing the remote IFS and libraries etc?
As a test i rename an object in the IFS folder I'm checking on the local system with file explorer. then I check with wrklnk and check the same folder but on the remote system and the object i renamed on the local system is showing under QFileSvr.400/RemoteSystemName.
