External file definition not found

I am trying write data into the EKK824PF. I am declaring the file here in the F spec. But it won't compile saying: External file definition for EKK824PF not found. Please help!!
I see other files in the program being set like this, and they don't get any errors.

The file has to exist in a library that's in the library list of the job that's compiling the program unless the EXTDESC keyword is used to qualify the file to a specific library.
